It is a sad fact that in the not too distant past a death or serious adverse incident related to police custody barely warranted half a paragraph in the local newspaper. It was viewed by police and the public at large as an inevitable result of the population group being housed in police cells.
Gradually pressure groups and medical professionals highlighted the recurring themes present in these incidents. This led eventually to the release of updated PACE Codes followed by The Safer Detention Doctrine in 2006. This has amounted to a complete culture change for police custody provision. This guidance should now be fully operational and HMIC inspect this area
